Important Information

Preliminary citizenship and legal information is provided to help applicants understand the Citizenship and Observer Status application process, including application procedures, fees, refund policies, and data protection requirements. Applicants are advised to read this information carefully before proceeding.

Observer Status

Observer Status allows individuals to explore the Citizen Digital Platform and access basic features and limited benefits. Observer Status does not constitute citizenship and does not grant citizen rights, professional credentials, voting privileges, governance participation, or eligibility as a Founding Citizen. Full benefits and platform features are available only after the successful grant of citizenship. Observers who meet eligibility requirements may apply to upgrade to full citizenship at any time by completing professional verification and paying the applicable citizenship fees.

Citizenship

Citizenship provides eligible individuals with formal recognition as Citizens of Nurusalem, with access to the full range of citizen benefits based on their respective citizenship category. Full Citizenship provides full platform access, verified citizen credentials, and eligibility to participate in citizen rights, governance processes, and authorized programs, in accordance with Nurusalem policies. After successful approval, citizens will receive an NCID Digital ID Card, a Digital Citizenship Certificate, and Citizen login information. Citizenship is granted only after successful application submission, payment of applicable fees, verification and formal approval by the Government of Nurusalem.

• Professional Citizenship: $195 USD

• Associate Citizenship: $145 USD

• Senior Citizenship: $95 USD

• Student Citizenship: $75 USD

Founding Citizens

Founding Citizenship is limited to the first 1,000 approved Full Citizenship applicants worldwide and opens on 10 January 2026 at 9:00 a.m. (New York time). Observer Status is not eligible for Founding Citizenship. Once the limit is reached, this category will close permanently, and all subsequent approvals will be granted as Regular Citizenship.
Founding Citizens receive: Benefits of Founding Citizenship include leadership and ambassador priority, permanent Founding designation and registry listing, early access to platforms and initiatives, priority access to all future Nurusalem programs and events, exclusive event invitations, participation in early development initiatives, early career opportunities within Nurusalem, and permanent legacy recognition.

Citizenship Grant and Review Notice

Submission of a full citizenship application does not constitute automatic approval. Nurusalem reserves the right to approve or reject any application based on professional standards, verification outcomes, governance policies, and institutional requirements. If a full citizenship application is declined following review, the full application fee will be refunded.

Withdrawal & Refund Policy

Application Withdrawal Before Decision – Applicants may voluntarily withdraw their citizenship application at any time after submission and before a final decision is issued. In such cases, the application fee will be refunded after deduction of applicable administrative and processing fees.

Citizenship Approval & Voluntary Revocation Period – If an applicant is granted citizenship and later decides not to continue, the citizenship may be voluntarily self revoked within thirty days from the date of approval. In this scenario, the application fee will be refunded after deduction of applicable administrative and processing fees.

Revocation After the Initial Thirty Day Period – If citizenship is voluntarily revoked by the citizen after thirty days from the date of approval, the application fee shall not be refundable under any circumstances.

Refund Policy in Case of Application Rejection – If a Full Citizenship application is reviewed and formally rejected by Nurusalem, the full application fee will be refunded to the applicant via the original method of payment.

Administrative Fee Deduction – Administrative and processing fees are non refundable in all cases where work has commenced, regardless of the stage at which withdrawal or revocation occurs.

All personal data is collected, processed, and stored strictly for the purposes of eligibility assessment, application review, professional verification, governance administration, and citizen services. Nurusalem applies data protection principles consistent with internationally recognized privacy and security frameworks, including HIPAA in the United States, GDPR in the European Union, PIPEDA in Canada, UK GDPR and the Data Protection Act, and other applicable regional and national privacy regulations. Personal and professional information is handled using administrative, technical, and organizational safeguards designed to prevent unauthorized access, misuse, or disclosure. Nurusalem does not sell, rent, or commercially exploit personal data. Information is shared only where required for verification, compliance, or lawful obligations.

Health and Professional Information Handling

Any health related or professional credential information submitted is treated as confidential and accessed only by authorized personnel for verification and governance purposes.
