Ministries of Nurusalem

Article I

Purpose and Authority

I.1 This document establishes the framework for the creation, mandate, and operation of Ministries within UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem.

I.2 This document derives its authority from the Charter of Nurusalem, the Constitution of Nurusalem, and the Governance Framework of Nurusalem.

I.3 Ministries function as executive policy and implementation arms of the Government of Nurusalem.


Article II

Nature of Ministries

II.1 Ministries of Nurusalem are professional, administrative, and policy-oriented institutions established to manage specific functional areas of governance.

II.2 Ministries operate at the global level and are responsible for policy development, coordination, and implementation within their assigned mandates.

II.3 Ministries do not exercise territorial sovereignty and operate in full respect of the laws and regulatory frameworks of all countries.


Article III

Authority and Oversight

III.1 All Ministries operate under the authority of the Government of Nurusalem, acting through the Premier of Nurusalem.

III.2 Each Ministry shall be headed by a Cabinet Minister, appointed or elected in accordance with governing rules.

III.3 Cabinet Ministers are accountable to the Premier and shall operate in alignment with approved policies, Cabinet coordination, and executive directives.

III.4 The Premier retains final authority over ministerial decisions, scope, restructuring, and continuity.


Article IV

Establishment and Modification of Ministries

IV.1 Nurusalem shall maintain a system of Ministries to support governance, services, and professional development.

IV.2 The list of Ministries is not exhaustive and may be expanded, reduced, merged, or restructured at any time.

IV.3 Any creation, modification, or dissolution of a Ministry shall be decided by the Government of Nurusalem through the Premier.


Article V

Core Ministries of Nurusalem

V.1 Nurusalem shall maintain the following core Ministries, including but not limited to:

a. Ministry of Education
Responsible for nursing education, training, accreditation support, academic partnerships, research collaboration, and professional learning frameworks.

b. Ministry of Employment
Responsible for workforce development, career pathways, employment coordination, job platforms, employer engagement, and professional mobility support.

c. Ministry of Welfare
Responsible for citizen welfare, well-being initiatives, crisis support, social protection programs, mental health advocacy, and humanitarian assistance.

d. Ministry of Citizenship
Responsible for citizenship frameworks, eligibility, rights and responsibilities, citizenship services, civic engagement, and professional identity systems.

e. Ministry of Global Affairs
Responsible for international relations, government engagement, institutional collaboration, global partnerships, and representation of Nurusalem in international forums.

f. Ministry of Digital Affairs
Responsible for digital governance, platforms, data systems, cybersecurity, digital identity, innovation, and technology-enabled services.

g. Ministry of Law & Justice
Responsible for legal policy, constitutional compliance, internal rule of law, legislative review, institutional legal frameworks, and coordination with the Judicial System of Nurusalem.


Article VI

Functions and Responsibilities

VI.1 Each Ministry shall:
a. Develop policies and programs within its mandate
b. Coordinate with other Ministries and Institutions
c. Support national-level implementation through National Ministers
d. Report to the Cabinet and the Premier on performance and progress

VI.2 Ministries shall operate collaboratively to ensure integrated governance and avoid duplication.


Article VII

Relationship with Other Institutions

VII.1 Ministries coordinate with:
• National Ministers and Director Generals
• Central Administrative Authority
• Institutions of Nurusalem
• Councils and advisory bodies

VII.2 Ministries do not replace national governments, regulators, or statutory authorities.


Article VIII

Accountability and Conduct

VIII.1 Ministries and Ministers shall operate in accordance with:
• The Charter of Nurusalem
• The Constitution of Nurusalem
• The Governance Framework
• The Code of Ethics and Professional Conduct

VIII.2 Abuse of ministerial authority or failure to perform duties shall be subject to review and disciplinary procedures.


Article IX

Amendment and Validity

IX.1 This document may be amended in accordance with governing procedures.

IX.2 This document shall remain valid unless amended or superseded by authorised authority.
