Article I

Purpose and Authority

I.1 This Governance Framework defines the structure, functions, authorities, and operational principles of governance within UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem.

I.2 This Framework derives its authority from the Charter of Nurusalem and the Constitution of Nurusalem.

I.3 All governing bodies, officials, institutions, and officeholders of Nurusalem shall operate in full compliance with this Framework.


Article II

Principles of Governance

II.1 Governance within Nurusalem shall be ethical, transparent, accountable, and consistent with professional standards.

II.2 Governance shall combine executive efficiency with national coordination through clearly separated bodies and defined authority levels.

II.3 Final executive authority shall remain vested in the Government of Nurusalem acting through the Premier, in accordance with the Charter and Constitution.

II.4 Governance shall prioritize service to nurses, institutional integrity, professional credibility, and public trust.


Article III

Head of the Nation

III.1 The President serves as the Head of the Nation of Nurusalem.

III.2 The President shall be appointed by the Government of Nurusalem acting through the Premier.

III.3 The President represents Nurusalem nationally and globally in ceremonial, diplomatic, and representative capacities.

III.4 The President participates in governance primarily as a national advisor and unifying representative.

III.5 The President shall not exercise independent executive authority outside roles expressly defined in this Framework.

III.6 The term of office of the President shall be three (3) years.

III.7 The President may be removed at any time by the Premier or the Government of Nurusalem.


Article IV

Head of Government

IV.1 The Premier serves as the Head of Government of Nurusalem.

IV.2 The Premier shall be appointed by the Government of Nurusalem.

IV.3 The Premier holds supreme executive authority over governance, policy direction, institutional leadership, and government operations.

IV.4 The Premier is the final approving authority for all executive decisions, policies, appointments, and actions of Nurusalem.

IV.5 The Premier shall serve without a fixed term unless removed under governing rules.


Article V

General Secretary

V.1 The General Secretary operates under the authority of the Premier.

V.2 The General Secretary is responsible for administrative coordination, execution of government decisions, and inter-institutional alignment.

V.3 The term of office of the General Secretary shall be two (2) years and may be terminated at any time by the Premier or the Government of Nurusalem.


Article VI

Central Administrative Authority

VI.1 The Central Administrative Authority (CAA) is the principal administrative and operational body of Nurusalem.

VI.2 The CAA operates under the direction of the Premier.

VI.3 The CAA provides legal, administrative, technical, and operational support to all governing institutions.


Article VII

Director Generals

VII.1 Director Generals (DGs) are responsible for managing operational functions within defined categories at the country or jurisdictional level.

VII.2 Director Generals operate under the authority of National Ministers and in accordance with directives issued by the relevant Cabinet Ministers.

VII.3 Director Generals are accountable for implementation, reporting, and operational performance.

VII.4 The term of office for Director Generals shall be two (2) years, subject to re-election or removal in accordance with governing rules.


Article VIII

National Ministers

VIII.1 National Ministers represent Nurusalem at the country or jurisdictional level.

VIII.2 National Ministers operate under the authority of the relevant Cabinet Minister and the Premier.

VIII.3 National Ministers are responsible for country-level representation, coordination, and implementation of approved Nurusalem policies and programmes.

VIII.4 The term of office for National Ministers shall be two (2) years, subject to re-election or removal in accordance with governing rules.


Article IX

Cabinet of Nurusalem

IX.1 The Cabinet of Nurusalem is the executive policy coordination and advisory body of the Government of Nurusalem.

IX.2 The Cabinet exists to:
a. Develop and review global policy proposals
b. Coordinate global ministerial portfolios
c. Advise the Premier on strategic and operational matters
d. Support coherent executive decision-making

IX.3 The Cabinet shall consist of:
a. The Premier of Nurusalem
b. Cabinet Ministers holding approved global portfolios
c. The President of Nurusalem, serving as Head of the Nation, participating primarily in a national advisory and ceremonial capacity and holding voting authority within Cabinet deliberations
d. The General Secretary
e. Such additional members as may be designated by the Premier

IX.4 All Cabinet discussions and votes are advisory in nature.
Final approval, execution, and authority rest exclusively with the Government of Nurusalem acting through the Premier.

IX.5 Cabinet Ministers operate collectively and individually under the authority of the Premier.


Article X

Supreme Council of Nurusalem

X.1 The Supreme Council of Nurusalem is the highest national coordination, alignment, and consultative forum of the nation.

X.2 The Supreme Council exists to:
a. Review national and global performance
b. Ensure alignment across ministries, countries, and institutions
c. Provide a platform for collective national dialogue
d. Strengthen unity, legitimacy, and shared direction

X.3 The Supreme Council shall comprise:
• President 
• Premier
• General Secretary
• Cabinet Ministers
• National Ministers
• Director Generals
• Representatives of the Central Administrative Authority

X.4 The Supreme Council does not exercise executive, legislative, or judicial authority.

X.5 All resolutions and recommendations of the Supreme Council are advisory only and subject to the final authority of the Government of Nurusalem.


Article XI

Accountability and Conduct

XI.1 All officials are accountable to the authority under which they serve.

XI.2 Misconduct, abuse of authority, or non-performance shall be subject to review and disciplinary action.


Article XII

Decision-Making and Coordination

XII.1 Executive decisions are taken by the Premier.

XII.2 Policy preparation and executive coordination occur through the Cabinet.

XII.3 National alignment and coordination occur through the Supreme Council.

XII.4 Conflicts of authority shall be resolved in accordance with the Charter and Constitution.


Article XIII

Amendment and Validity

XIII.1 This Framework may be amended in accordance with governing procedures.

XIII.2 This Framework remains valid unless amended or superseded in accordance with the Constitution of Nurusalem.
