Leadership Eligibility & Appointment Rules

Article I

Purpose and Authority

I.1 This document establishes the eligibility criteria, appointment methods, and terms governing leadership roles within UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem.

I.2 This document derives its authority from the Charter of Nurusalem, the Constitution of Nurusalem, and applicable governing policies.

I.3 Leadership appointments and elections shall serve the professional integrity, stability, accountability, and mission of Nurusalem.


Article II

Leadership Categories

II.1 Leadership positions within Nurusalem include, but are not limited to, the following:

a. President
b. Premier
c. General Secretary
d. Central Administrative Authority (CAA)
e. Cabinet Ministers
f. National Ministers
g. Director Generals (DGs)
h. Heads of Institutions and Authorities of Nurusalem
i. Council Chairs and Council Members

II.2 Leadership roles may be executive, administrative, advisory, judicial, or representative in nature, as defined by governing policy.

II.3 All institutional heads, authorities, councils, and leadership bodies of Nurusalem shall be established, constituted, and appointed by the Government of Nurusalem, acting through the Premier of Nurusalem, in accordance with eligibility criteria and governing policies.


Article III

Eligibility Criteria

III.1 Eligibility for leadership positions shall be determined on the basis of citizenship category, professional standing, ethical conduct, competence, experience, and institutional suitability.

III.2 Professional Citizens and Senior Citizens are eligible to hold leadership, ministerial, executive, and council positions.

III.3 Associate Citizens and Student Citizens may be eligible for Director General, advisory, or support leadership roles, subject to defined eligibility criteria and governing policies.

III.4 All leaders shall comply with and uphold the Code of Ethics and Professional Conduct of Nurusalem.


Article IV

Appointment and Election Methods

IV.1 The President of Nurusalem shall be appointed by the Government of Nurusalem acting through the Premier of Nurusalem.

IV.2 The Premier of Nurusalem shall be appointed by the Government of Nurusalem in accordance with governing procedures.

IV.3 The General Secretary shall be appointed by the Government of Nurusalem acting through the Premier of Nurusalem.

IV.4 The Central Administrative Authority (CAA) shall comprise qualified professionals, including legal, business, technical, and administrative experts, appointed by the Government of Nurusalem through the Premier.

IV.5 Cabinet Ministers, National Ministers, and Director Generals shall be selected through elections, appointments, or hybrid mechanisms as defined by governing policy.


Article V

Terms, Accountability, and Removal

V.1 The President of Nurusalem shall serve a term of three (3) years.

V.2 The Premier of Nurusalem shall serve without a fixed term, unless removed under conditions defined by governing policy.

V.3 The General Secretary shall serve a term of two (2) years.

V.4 Cabinet Ministers, National Ministers, and Director Generals shall serve terms of two (2) years, unless otherwise specified by governing policy.

V.5 All leaders and officeholders are accountable to the Government of Nurusalem and operate under the authority of the Premier of Nurusalem.

V.6 Notwithstanding any term or method of selection, the Government of Nurusalem, acting through the Premier, retains the authority to remove, suspend, reassign, or terminate any officeholder in accordance with governing policies.


Article VI

Councils and Advisory Bodies

VI.1 Councils, including the Nurusalem Professional Council (NPC), Nurusalem Student Council (NSC), Nurusalem Associate Council (NAC), and Nurusalem Veteran Council (NVC), serve advisory, representative, consultative, and issue-resolution functions.

VI.2 Council composition, eligibility, appointment, authority, and operational procedures shall be defined by governing policies.

VI.3 Councils do not exercise executive or decision-making authority unless expressly authorized by the Government of Nurusalem.


Article VII

Conflict of Interest and Ethics

VII.1 All leaders shall disclose actual, potential, or perceived conflicts of interest and shall recuse themselves where required.

VII.2 Leadership roles shall not be used for personal, political, financial, or commercial gain.

VII.3 Ethical violations or breaches of conduct may result in disciplinary action, removal, or other measures in accordance with applicable procedures.


Article VIII

Amendment and Validity

VIII.1 This document may be amended in accordance with procedures defined by authorized governing authority.

VIII.2 This document shall remain valid, binding, and enforceable unless amended or superseded by authorized authority.
