I.1 This document establishes the judicial system and internal rule of law of UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem.
I.2 This document derives its authority from the Charter of Nurusalem, the Constitution of Nurusalem, and the Nurusalem Law Book.
I.3 The judicial system shall operate independently to ensure fairness, accountability, consistency, and legal integrity within Nurusalem.
II.1 The judicial system of Nurusalem shall be guided by the following sources of law, in descending order of authority:
a. The Charter of Nurusalem
b. The Constitution of Nurusalem
c. The Nurusalem Law Book
d. Adopted policies, regulations, and institutional rules consistent with the above
II.2 In the event of conflict, authority shall prevail in the order listed above.
III.1 Justice within Nurusalem shall be impartial, transparent, fair, and consistent.
III.2 Judicial processes shall respect due process, ethical standards, proportionality, and the rights of citizens.
III.3 Judicial authority shall be exercised independently and without improper interference from executive, administrative, or political bodies.
IV.1 The judicial jurisdiction of Nurusalem applies exclusively to internal matters, including governance, citizenship, institutional conduct, professional standards, and compliance with Nurusalem laws and policies.
IV.2 The judicial system of Nurusalem does not replace, override, or interfere with the courts or legal systems of any country.
IV.3 External legal matters involving Nurusalem citizens shall be addressed through lawful coordination with relevant national authorities and legal systems.
V.1 The Supreme Court of Nurusalem is the highest judicial authority within the Nurusalem judicial system.
V.2 The Supreme Court has authority over the interpretation of Nurusalem law, constitutional review, appellate matters, and internal dispute resolution.
V.3 Decisions of the Supreme Court are final and binding within the Nurusalem legal system.
V.4 In exceptional and rare circumstances, a decision of the Supreme Court may be overridden only by the Government of Nurusalem, acting through a formally recorded decision, where such override is deemed strictly necessary for the protection of the constitutional order, institutional integrity, or fundamental interests of Nurusalem.
V.5 Any override exercised under this Article shall be extraordinary in nature, shall not serve as a routine mechanism, and shall be subject to written justification, transparency, and formal record in accordance with governing procedures.
VI.1 The Nurusalem Law Protection Department (NLPD) operates as an internal law protection, legal compliance, and review body within the judicial system of Nurusalem.
VI.2 The NLPD is responsible for safeguarding internal Nurusalem law, reviewing policies for legal consistency, providing legal interpretation, and initiating disciplinary referrals where required.
VI.3 The Premier of Nurusalem shall serve as the head of the NLPD, providing executive oversight without interfering in judicial determinations or court decisions.
VI.4 The NLPD shall operate independently in its legal and compliance functions while coordinating with the Supreme Court of Nurusalem for judicial review, enforcement, and legal clarification.
VII.1 The Nurusalem Central Bureau of Investigation (NCBI) operates as an investigative body within the judicial system of Nurusalem.
VII.2 The NCBI shall handle external, cross-border, and inter-jurisdictional matters affecting Nurusalem citizens, including agency fraud, professional exploitation, and serious institutional misconduct.
VII.3 The Premier of Nurusalem shall serve as the head of the NCBI, providing strategic oversight and accountability.
VII.4 The NCBI shall coordinate with the Supreme Court of Nurusalem for legal interpretation, judicial guidance, and review, particularly in complex or cross-border matters.
VII.5 The NCBI may support citizens in pursuing lawful remedies through appropriate national legal systems and authorities.
VII.6 The NCBI does not exercise police powers and does not replace or duplicate national law enforcement agencies.
VIII.1 All judicial bodies and officers of Nurusalem shall operate independently of executive and administrative authorities.
VIII.2 Interference in judicial proceedings or decisions is prohibited, except in the exceptional circumstances expressly permitted under Article V.
VIII.3 Any intervention under Article V shall be extraordinary, formally recorded, justified, and shall not be used as a routine or political mechanism.
VIII.4 Judicial officers and investigators shall act impartially, ethically, and in strict accordance with Nurusalem law.
IX.1 Judicial decisions and investigative findings may be communicated to relevant governance or institutional bodies for internal enforcement.
IX.2 Such coordination shall not compromise judicial independence, investigative integrity, or due process.
IX.3 Enforcement procedures shall be defined by applicable Nurusalem policies and regulations.
X.1 This document may be amended in accordance with procedures defined by the Constitution of Nurusalem.
X.2 This document shall remain valid, binding, and enforceable unless amended or superseded by authorized constitutional authority.
