Article I

Purpose and Authority

I.1 This document establishes the Institutions of UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem.

I.2 This document derives its authority from the Charter of Nurusalem and the Constitution of Nurusalem.

I.3 This document defines the creation, mandate, roles, coordination mechanisms, and oversight of the Institutions of Nurusalem.


Article II

Principles of Institutional Governance

II.1 All Institutions of Nurusalem shall operate in alignment with the Charter of Nurusalem, the Constitution of Nurusalem, and all governing policies.

II.2 Institutions shall function with transparency, accountability, professionalism, and institutional integrity.

II.3 The authority of each Institution of Nurusalem is limited to the scope defined in this document and applicable policies.

II.4 No institution shall claim territorial, political, or physical sovereign authority beyond Nurusalem’s professional and institutional mandate.


Article III

Scope of Institutions

III.1 The Institutions of Nurusalem are established to deliver professional, humanitarian, regulatory, financial, protective, administrative, and representative functions.

III.2 The Institutions of Nurusalem operate within the Nurusalem ecosystem and in full respect of the laws, regulations, and sovereignty of all countries.

III.3 Activities of the Institutions of Nurusalem shall not replace, override, or interfere with national governments, regulators, licensing authorities, or public institutions.


Article IV

Nurusalem Nurses Army (NNA)

IV.1 The Nurusalem Nurses Army (NNA) is a global professional humanitarian institution of Nurusalem.

IV.2 The NNA coordinates voluntary participation of nurses in responses to pandemics, public health emergencies, disasters, humanitarian crises, and large-scale health challenges.

IV.3 The NNA operates through collaboration with governments, institutions, humanitarian organisations, and international bodies, subject to applicable laws and agreements.

IV.4 Participation in NNA activities is voluntary and governed by authorised policies.


Article V

Nurusalem Nursing Council (NNC)

V.1 The Nurusalem Nursing Council (NNC) is the professional regulatory institution of Nurusalem.

V.2 The NNC manages professional registration, standards, and verification of nurses within Nurusalem.

V.3 Only nurses registered with the NNC are eligible for inclusion in the Nurusalem Registry.

V.4 The NNC does not replace or override national nursing councils, licensing authorities, or statutory regulators.


Article VI

Nurusalem Financial Services Authority (NFSA)

VI.1 The Nurusalem Financial Services Authority (NFSA) is responsible for internal financial governance within Nurusalem.

VI.2 The NFSA manages Nurbit and other authorised internal financial systems, reserves, contributions, and financial oversight mechanisms.

VI.3 The NFSA operates in accordance with approved financial policies, internal controls, and applicable legal standards.

VI.4 The NFSA does not function as a bank, central bank, or public financial regulator under the laws of any country.


Article VII

Nurusalem Citizen Protection Services (NCPS)

VII.1 The Nurusalem Citizen Protection Services (NCPS) is an internal support, protection, and assistance institution of Nurusalem.

VII.2 The NCPS assists citizens facing professional abuse, exploitation, crisis situations, emergencies, or serious professional harm.

VII.3 The NCPS provides guidance, coordination, advocacy, and support and does not exercise law enforcement or police powers.


Article VIII

Nurusalem Foundation

VIII.1 The Nurusalem Foundation is an internal charitable and humanitarian institution of Nurusalem.

VIII.2 The Foundation provides scholarships, grants, relief funds, and financial assistance to nurses and nursing communities in need.

VIII.3 The Foundation may support public humanitarian, medical, and community assistance initiatives in accordance with governing policies.

VIII.4 The Foundation operates independently of political influence and commercial control.


Article IX

Nurusalem Digital Identity Authority (NDIA)

IX.1 The Nurusalem Digital Identity Authority (NDIA) is responsible for managing the digital identity systems of Nurusalem.

IX.2 The NDIA oversees the issuance, verification, renewal, security, and integrity of the Nurusalem Citizen Identification (NCID) and related digital credentials.

IX.3 The NDIA ensures data protection, cybersecurity, system reliability, and responsible digital governance.


Article X

Nurusalem International Relations Authority (NIRA)

X.1 The Nurusalem International Relations Authority (NIRA) manages the external and international relations of Nurusalem.

X.2 NIRA coordinates engagement with governments, institutions, councils, international organisations, and multilateral bodies.

X.3 NIRA oversees strategic partnerships, institutional cooperation, and international collaboration agreements in accordance with approved policies.

X.4 NIRA operates in accordance with diplomatic principles while fully respecting the sovereignty and legal systems of all countries.


Article XI

Nurusalem Student Council (NSC)

XI.1 The Nurusalem Student Council (NSC) is a representative and advisory council constituted for Student Citizens of Nurusalem.

XI.2 The NSC addresses student welfare, academic matters, professional development needs, and provides advisory input on education and training policies.

XI.3 The NSC operates in accordance with eligibility, appointment, and governance rules defined by policy.


Article XII

Nurusalem Associate Council (NAC)

XII.1 The Nurusalem Associate Council (NAC) is a representative and advisory council constituted for Associate Citizens of Nurusalem.

XII.2 The NAC addresses professional integration, collaboration needs, associate welfare, and sector specific concerns.

XII.3 The NAC provides advisory input to governance bodies in accordance with governing policies.


Article XIII

Nurusalem Professional Council (NPC)

XIII.1 The Nurusalem Professional Council (NPC) is a representative and advisory council constituted for Professional Citizens of Nurusalem.

XIII.2 The NPC represents the interests, professional development needs, standards, and policy perspectives of Professional Citizens.

XIII.3 The NPC provides advisory input to the Government of Nurusalem on professional practice, workforce matters, and institutional development, in accordance with governing policies.


Article XIV

Nurusalem Veteran Council (NVC)

XIV.1 The Nurusalem Veteran Council (NVC) is a formal council constituted for Senior and Veteran Citizens of Nurusalem.

XIV.2 The NVC serves as a consultative and advisory body providing guidance on professional legacy, ethics, mentorship, leadership continuity, and institutional wisdom.

XIV.3 The NVC addresses welfare, recognition, and support matters of Senior and Veteran Citizens and provides recommendations in accordance with governing policies.


Article XV

Oversight and Coordination

XV.1 All Institutions of Nurusalem operate under the oversight of the Government of Nurusalem and the authority of the Premier of Nurusalem.

XV.2 Institutions shall coordinate with one another to ensure coherence, efficiency, consistency, and alignment across the Nurusalem ecosystem.

XV.3 Institutional disputes, compliance matters, or governance concerns may be referred to the Judicial System of Nurusalem for review and resolution.


Article XVI

Amendment and Validity

XVI.1 This document may be amended in accordance with procedures defined by the Constitution of Nurusalem.

XVI.2 This document shall remain valid, binding, and enforceable unless amended or superseded by authorised constitutional authority.
