e-Residency Concept

Article I

Purpose and Status

I.1 This document outlines the conceptual framework for a potential e-Residency programme of UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem.

I.2 This document is exploratory and informational in nature and does not establish, authorise, or activate an operational programme.

I.3 Status: Future Exploration.


Article II

Nature of e-Residency

II.1 e-Residency of Nurusalem, if introduced, shall constitute a digital professional affiliation only.

II.2 e-Residency shall not constitute nationality, citizenship, residency, visa status, immigration status, or legal identity under the laws of any country.

II.3 e-Residency shall not confer travel rights, residency rights, employment rights, or legal privileges in any jurisdiction.

II.4 e-Residency shall operate solely within the digital, professional, and institutional systems of Nurusalem.


Article III

Potential Objectives

III.1 If implemented in the future, potential objectives of e-Residency may include:

a. Facilitating controlled access to digital platforms and services of Nurusalem
b. Supporting professional participation in programmes, education, forums, or collaborations
c. Enabling verified digital engagement for non-citizens where appropriate and permitted


Article IV

Eligibility and Scope

IV.1 Eligibility criteria, scope, rights, limitations, and participation conditions shall be defined only if and when an e-Residency programme is formally approved and adopted.

IV.2 Any participation shall be subject to governing policies, verification standards, technical safeguards, and applicable laws.


Article V

Authority and Oversight

V.1 Any future e-Residency programme shall operate exclusively under the authority of the Government of Nurusalem, acting through the Premier of Nurusalem.

V.2 Oversight mechanisms, governance controls, compliance safeguards, and operational frameworks shall be formally established prior to any implementation.


Article VI

Non-Binding Effect

VI.1 This Concept Note does not create rights, obligations, privileges, entitlements, or expectations of participation.

VI.2 The Government of Nurusalem retains full and exclusive discretion to modify, defer, suspend, or discontinue this concept without notice.


Article VII

Amendment and Validity

VII.1 This document may be revised, replaced, or withdrawn if the e-Residency concept advances to a formal policy or programme stage.

VII.2 Until such time, this document remains informational only and carries no legal or operational effect.
