I.1 This Citizenship Framework defines the categories, principles, rights, and responsibilities of citizenship within UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem.
I.2 This Framework derives its authority from the Charter of Nurusalem and the Constitution of Nurusalem.
I.3 Citizenship in Nurusalem is professional in nature and does not constitute nationality, residency, immigration status, or legal status under the laws of any country.
II.1 Citizenship in Nurusalem is based on professional affiliation, qualification, education, or association with the nursing profession.
II.2 Nurusalem citizenship does not replace national citizenship, legal passports, visas, work permits, or immigration status.
II.3 All citizens of Nurusalem remain fully subject to the laws and regulatory systems of their respective countries.
III.1 Nurusalem recognises the following categories of professional citizenship within UNN:
a. Professional Citizens
b. Associate Citizens
c. Student Citizens
d. Senior Citizens
III.2 Each citizenship category carries defined rights, responsibilities, participation levels, and privileges as set out in this Framework and related governing policies.
IV.1 Professional Citizens are qualified and licensed nurses recognized in accordance with applicable professional and regulatory standards.
IV.2 Professional Citizens constitute the core citizen body of Nurusalem.
IV.3 Professional Citizens are eligible for full professional recognition, participation in governance, and voting rights in accordance with governing policies.
IV.4 Professional Citizens may hold leadership, elected, and executive positions, subject to eligibility criteria defined by governing rules.
V.1 Associate Citizens are allied nursing professionals and individuals engaged in nursing-related, healthcare-support, or professional roles aligned with the nursing profession.
V.2 Associate Citizens may access professional services, platforms, programmes, and benefits of Nurusalem as defined by policy.
V.3 Associate Citizens may be eligible for appointment or election to Director General positions, subject to eligibility criteria defined by governing policies.
VI.1 Student Citizens are individuals enrolled in recognised nursing education, training, or preparatory programmes.
VI.2 Student Citizens are entitled to educational support, professional exposure, mentorship, and developmental opportunities within Nurusalem.
VI.3 Student Citizens may be eligible for appointment or election to Director General positions, subject to eligibility criteria defined by governing policies.
VII.1 Senior Citizens are retired, veteran, or long-serving nurses recognised for their professional service and contribution to the nursing profession.
VII.2 Senior Citizens are eligible to hold leadership, ministerial, national, and cabinet-level positions, subject to governing eligibility rules.
VII.3 Senior Citizens may serve in advisory, governance, executive, or honorary roles within Nurusalem.
VIII.1 All citizens have the right to professional identity, recognition, ethical governance, and institutional integrity within Nurusalem.
VIII.2 Citizens shall have access to Nurusalem systems, platforms, services, and opportunities in accordance with their citizenship category.
VIII.3 Citizens are entitled to fair treatment, transparency, due process, and access to review mechanisms.
IX.1 All citizens shall uphold the Charter of Nurusalem, the Constitution of Nurusalem, the Code of Ethics, and all governing policies.
IX.2 Citizens shall maintain truthful, accurate, and lawful representation of qualifications, credentials, and professional status.
IX.3 Misuse or abuse of citizenship status, credentials, identity, or systems of Nurusalem is strictly prohibited.
X.1 Nurusalem may issue digital and or physical citizen identification for professional verification and institutional purposes.
X.2 Citizen identification issued by Nurusalem is a professional credential and does not constitute a travel document, passport, or government-issued identification.
X.3 Issuance, use, suspension, and revocation of citizen identification shall be governed by NCID policies and related regulations.
XI.1 Citizenship rights or privileges may be suspended, restricted, or revoked for violations of governing rules, ethical standards, or institutional policies.
XI.2 Citizens subject to such action have the right to notice, review, and appeal in accordance with established procedures.
XII.1 This Citizenship Framework may be amended in accordance with established governing procedures.
XII.2 This Framework shall remain valid, binding, and enforceable unless amended or superseded in accordance with constitutional authority.
