I.1 This Constitution is the supreme governing instrument of UNN – United Nurses of Nurusalem, hereinafter referred to as Nurusalem, subject only to the Charter of Nurusalem.
I.2 All institutions, offices, authorities, policies, and actions of Nurusalem shall conform to this Constitution.
I.3 In the event of any conflict, the Charter of Nurusalem shall prevail over this Constitution, and this Constitution shall prevail over all subordinate policies, regulations, and administrative rules.
II.1 Nurusalem, officially known as UNN – United Nurses of Nurusalem, is a digital professional nation established for nurses.
II.2 Nurusalem operates without territorial borders and makes no claim to land or physical sovereignty.
II.3 Nurusalem exercises internal authority over its governance structures, systems, citizenship, and professional standards.
III.1 Nurusalem recognises the following categories of professional citizenship within UNN:
a. Professional Citizens
b. Associate Citizens
c. Student Citizens
d. Senior Citizens
III.2 The eligibility criteria, rights, responsibilities, and privileges of each citizenship category shall be defined by the Citizenship Framework and related governing policies of Nurusalem.
IV.1 All citizens of UNN have the right to professional recognition, ethical governance, and fair and impartial treatment within Nurusalem.
IV.2 All citizens shall uphold the Charter of Nurusalem, this Constitution, the Code of Ethics, and all governing policies of UNN.
IV.3 Rights, privileges, and participation may vary according to citizenship category, as defined by policy.
V.1 The President is the Head of State of Nurusalem (UNN) and serves in a ceremonial capacity as the national and global representative of the nation. The President shall not manage daily operations or exercise executive authority except with the approval of the Government of Nurusalem, acting through the Premier.
V.2 The Premier is the Head of Government of Nurusalem and the chief executive authority of UNN. All executive decisions and administrative powers shall be exercised under the authority of the Premier.
V.3 The General Secretary operates under the authority of the Premier and is responsible for coordination, implementation of government decisions, and administrative oversight across Nurusalem, in accordance with the Governance Framework.
V.4 The Central Administrative Authority is the principal administrative body of Nurusalem, operating under the direction of the Premier and responsible for institutional coordination, administrative systems, and continuity of government operations.
V.5 Cabinet Ministers are senior ministers responsible for defined global policy portfolios, including but not limited to education, careers, migration, licensing, and professional development, and operate under the authority of the Premier.
V.6 National Ministers are appointed for specific countries or jurisdictions and operate under the authority of the relevant Cabinet Minister and the Premier.
V.7 Director Generals operate under the authority of National Ministers and are responsible for operational management within designated functional areas at the country level.
VI.1 Leadership positions within Nurusalem (UNN) shall be held exclusively by eligible Professional Citizens and Senior Citizens. Student Citizens and Associate Citizens may hold Director General positions in accordance with Government of Nurusalem guidelines and decisions.
VI.2 Eligibility requirements, appointment procedures, and term limits shall be defined by governing rules and policies.
VII.1 Voting rights are reserved for Citizens of UNN, subject to eligibility criteria defined by governing policies.
VII.2 Observer status holders, partners, collaborators, and future e-residents shall not have voting rights or eligibility.
VII.3 Representation mechanisms, voting scope, and participation rules shall be defined by policy.
VIII.1 All citizens, officials, and officeholders of Nurusalem (UNN) are bound by the Code of Ethics and Professional Conduct.
VIII.2 Violations of ethical or professional standards shall be subject to disciplinary and review procedures.
IX.1 Nurusalem shall maintain fair, transparent, and impartial disciplinary and review mechanisms.
IX.2 Citizens have the right to notice, review, and appeal in accordance with established procedures.
X.1 Nurusalem (UNN) may establish institutions, bodies, and agencies necessary to advance its mission.
X.2 Partnerships and collaborations shall not compromise the independence, principles, or governance of Nurusalem.
XI.1 This Constitution may be amended in accordance with procedures defined by governing rules.
XI.2 No amendment shall conflict with or override the Charter of Nurusalem.
XII.1 This Constitution shall enter into force upon its adoption.
XII.2 All acts taken in accordance with this Constitution are valid and binding within Nurusalem.
